Independent anti-disaster drills by residents, companies, or volunteers.
a) Independent anti-disaster organizations lead local residents (e.g., companies, schools, volunteers, etc.) in staging drills with emphasis on the following, in keeping with the actual situation in the area. Care is taken to make the drill practical, e.g. by including drills which require participants to make decisions
- Initial-stage fire-fighting drill by residents working together, rescue of and first-aid for the injured, provision of meals and water, gathering and communication of information, and guidance of the vulnerable to refuge (e.g.., the elderly, disabled, foreigners, children), with cooperation among neighbors and volunteers.
- Inspection of the danger spots in the home and of earthquake preparations. Drills in inspection and movement of emergency goods.
- Drill in gathering and communication of information for accepting offers of rescue operations, relief goods or other aid.
b) Drills for emergency staff assembly, initial-stage fire-fighting, evacuation guidance, inspection of production lines, inspection and confirmation of procedures for restoration of the information system, gathering and communication of information, speedy restoration measures.
At the same time, drills are held jointly with anti-disaster organizations, neighbouring companies and other organizations.
